Noncongregate Waiver for Unanticipated School Closure Survey

Nutrition Services Division

In order to support continued access to nutritious meals, the U.S. Department of Agriculture (USDA) approved a statewide waiver that allows the California Department of Education (CDE), on a case-by-case basis, to approve noncongregate meal service in the National School Lunch Program (NSLP), School Breakfast Program (SBP), Summer Food Service Program (SFSP), and the Seamless Summer Option (SSO) when congregate meal service operations are limited due to natural disasters, unscheduled major building repairs, court orders relating to school safety or other issues, labor-management dispute, or other similar causes.
The USDA requires that school food authorities (SFA) report to the CDE if they have used any of these flexibilities during an unanticipated school closure. The purpose for this opt-in survey is to provide SFAs an opportunity to fulfill the reporting requirement. Note that SFAs should complete this opt-in survey for each instance in which the waiver is required.
This survey should take approximately five minutes to complete. To submit this survey, you will need to answer all of the questions. If you have questions or technical difficulties, please contact your School Nutrition Programs (SNP) Specialist. A list of SNP Specialists is located on the CDE School Nutrition Programs Specialist Directory web page at You may also email
