The 2024 State Seal of Civic Engagement (SSCE) Insignia Request Form is used by local educational agencies (LEAs) to indicate the number of eligible pupils who have reached grade eleven or twelve, and who have demonstrated excellence in civics education and participation and have demonstrated an understanding of the United States Constitution, the California Constitution, and the democratic system of government in accordance with statewide criteria adopted by the State Board of Education as well as locally adopted criteria. Statewide and local criteria have been established based on statute set forth in California Education Code (EC) sections 51470–51474. |
It is strongly recommended that LEAs read the implementation guidance and other technical assistance available on the California Department of Education (CDE) SSCE web page before submitting an SSCE Insignia Request Form. The CDE requests that the SSCE Insignia Request Form be submitted to the CDE at least four weeks in advance of the date by which the insignias are required, to allow the CDE time to process requests and mail seals. The CDE will mail to the requestor one seal per eligible student, to be affixed to the student's diploma, grade eleven or twelve transcript, Certificate of Proficiency, or certificates of completion or achievement. |
The CDE requests that LEAs submit the school name(s) and the total number of qualifying pupils per district. Basic data collected from the SSCE Insignia Request Form, to include the number of insignias requested by each LEA, will be reported annually on the CDE SSCE web page under the "Overview and Participating Local Educational Agencies" tab. |
This form may also be used to submit requests for additional insignias, and to make corrections to previous requests. Using this form to submit all corrections ensures that SSCE data posted annually to the SSCE web page are accurate and useful. |
