The 2024–25 State Seal of Civic Engagement (SSCE) Insignia Request Form is for local educational agencies (LEAs), including county offices of education (COE), school districts, and locally-funded charter schools, to indicate the number of eligible pupils who have reached grade eleven or twelve, and who have demonstrated excellence in civics education and participation and have demonstrated an understanding of the United States Constitution, the California Constitution, and the democratic system of government in accordance with statewide criteria adopted by the State Board of Education, as well as locally-adopted requirements. Statewide criteria and guidance have been established based on statute set forth in California Education Code (EC) sections 51470–51474. |
Individuals at the LEA level (school district, COE, or locally-funded charter schools) should complete this form on behalf of the participating LEA. Charter schools that are directly funded should submit SSCE requests through their district or county SSCE coordinator. Locally funded charter schools should submit their own SSCE Insignia Request Form. For help identifying your charter school's funding model, please access the California Charter Schools Database.
It is strongly recommended that LEAs read the implementation guidance and other technical assistance available on the California Department of Education (CDE) SSCE web page before submitting an SSCE Insignia Request Form. |
The CDE will mail to the requestor one seal per eligible student, to be affixed to the student's diploma, alternative high school diploma, General Education Development (GED) certificate, Certificate of Completion as defined in EC Section 56390, grade eleven transcript, or grade twelve transcript. |
This form may also be used to submit requests for additional insignias, and to make corrections to previous requests. |
The CDE recommends that LEAs submit the SSCE Insignia Request Form at least four weeks in advance of the date by which the insignias are required, to allow the CDE time to process requests and mail seals. |
Data collected from the SSCE Insignia Request Form, including the number of insignias requested by each LEA, the school sites with students receiving insignias, and the anticipated distribution of insignias among eligible documents, will be reported annually on the CDE SSCE web page. |
