Input on Criteria and Guidance for the Selection or Development of Literacy Professional Development Programs

California Education Code (EC) Section 33319.6(a), directed the State Board of Education (SBE) to approve, and the California Department of Education (CDE) to post, criteria and guidance for the selection or development of in-service professional development (PD) programs for effective means of teaching literacy in transitional kindergarten to grade five (TK–5), inclusive, with a list of in-service PD programs that have been deemed to meet those criteria pursuant to Education Code (EC) 33319.6 by September 30, 2026. Please refer to EC 33319.6 and the CDE Literacy PD Programs web page for more information.
EC 33319.6 requires the SBE and CDE to solicit interest holder input when developing the criteria, guidance, and list of PD programs. At this time, the CDE has posted the proposed Criteria and Guidance for the Selection or Development of Literacy PD Programs to the Literacy PD Programs web page. Members of the public have an opportunity to provide input through this survey through October 17, 2025.
The Criteria and Guidance for the Selection or Development of Literacy PD Programs must align with the requirements set forth in the statute. Per statute, approved programs must meet all the following criteria:
(1) Include the requirements described in subparagraphs (A) and (B) of paragraph (4) of subdivision (b) of Section 44259 and evidence-based means of teaching foundational reading skills, which shall include explicit and systematic instruction in print concepts, phonological awareness, phonics and word recognition, and fluency, attending to oral language development, vocabulary and background knowledge, and comprehension, including tiered supports for pupils with reading difficulties, English learners, and pupils with exceptional needs.

(2) Align to the Commission on Teacher Credentialing's current teaching performance expectations as specified in Section 44259.7.

(3) Align to the English Language Arts/English Language Development (ELA/ELD) Framework, including integrated and designated English language development instruction adopted by the state board.

(4) Align to the program guidelines for dyslexia developed pursuant to Section 56335.

Once you select the Save Responses button, a web page will appear that asks for your email address. You will receive an email with a unique URL (web address) for entrance back into the survey. It is recommended that you copy the URL of the survey web page and save it in case you do not receive the confirmation email. This address will allow you to return to your survey.
Do not use the Back button until you receive the unique URL. Otherwise, responses will be cleared.  
All fields in the survey must be completed unless otherwise noted. You must adhere to character limits for each of the fields. Responses that exceed the character limits will not be captured by the system and will not be reviewed. All questions are required unless marked optional.
It is recommended that respondents Print or Save their survey responses prior to submission.

The CDE must receive your online submission no later than 4 p.m. on October 17, 2025.
