The California Department of Education (CDE) Nutrition Services Division (NSD) is gathering information to establish the number of cooperatives (co-op) and piggyback contracts that SFAs (School Food Authority) use to purchase goods/services.
This information enables the NSD to evaluate the contract of the originating SFA to reduce Local Agency Procurement Review (LAPR) burden to other SFAs that use co-op and piggyback contracts.
The NSD may review the lead SFA that conducted the original procurement process on behalf of other SFAs. This will serve as one contract review for all SFAs in the co-op or utilizing the piggyback contract. Non-lead SFAs will still receive an LAPR, and the NSD will review procurements made outside of the cooperative group or piggyback contract to determine compliance with the competitive procurement process. |
